if I open a new Windsurf IDE using

windsurf .

(there would be 2 instances) and I close the old one , the new Windsurf instance loss connection to WSL and needs to reload the window

Exactly. Sometimes opening and closing windsurf/vscode in multiple folders leads to fuckups requiring closing everything or reloading windows etc. Vscode/windsurf is not really 100 % OK with my opening it multiple times. In general it is OK but like it is kind of a 80 % hit 20 % miss situation if I want to open a new window or close an existing one - when working on WSL.

The WSL connection still drops frequently. For example if I have 2-3 instances of Windsurf open, running in WSL, closing one causes the rest to lose connection. Reload doesn't work, the only workaround is to close all of them and then open one by one. Please address this, it's a really frustrating issue!
